I'm playing Dead Rising, and as I spin around in a circle of Zombie Death, I wonder "Where would gaming be without the ability to freely rotate the camera with the Right Analog Stick?" It's just natural now for most 3rd action/adventure games. I got to thinking, what console game started this whole thing? Mario 64 used the C Stick in a similar fashion, but I don't recall if you could completely manipulate the camera.

And I think Sony started the dual-analog thing. Ape Escape (never played it, but I think it used the 2 sticks in some way like this)?

IIRC Ape Escape used the left analog for movement and the right to use the weapons. I don't remember having an issue with the camera in that game now that I think about it.

I believe it was Mario 64 with the C buttons that started the whole thing.

The C buttons weren't an analog stick like the topic asks. ;) I would have to think it would a PS1 game.

The first controllable camera would probably be Mario 64.
As for using the R stick, Tanuki's probably right - some Playstation game after the release of the first dual shock.
