Saints Row for a CAG?

Anyone know where they are selling Saints Row cheap? I heard its region-free so I'm guessing that means you can play it on any console and it will adjust to your console's language (thats what some guy online told me/ I've never imported a game but if I get it cheaper than I will!!)
