Alright so i have a 360 (obviously) and i have a Panasonic* flat screen HDTV. Alright what i was confused about is my tv has 1080i and i do not believe (pretty sure) it doesnt have 720p. The model number is CT-36HL42, and it is a 36" HDTV Monitor they call it. Anyways what i was wondering was about the HD video downloads. Games and everything run AWESOME in 1080i and i couldnt be happier with the picture compared to any of my friends setup's from lcd, and plasma... Anyways when i try to put the xbox on 720p through the settings it will just go blank, no input at all. and i have to reset it back to the 1080i. As far as i can tell it doesnt "upscale" because it wont work when i put it on 720p. However for the longest time i just downloaded the regular quality video's, and figured it wouldnt work for the 720p version (and i wondered why they never made a 1080i download) so to make a long story short when i downloaded the 720p version, it worked, and it looked a bit sharper.

Can someone help me out by telling me why it works? i am by no means an expert with tv's... I am tempted to rent the hd downloads, but they are so much more expensive then the others ones...

Your TV doesn't have a scaler, but the 360 does. So it's scaling the 720p videos to 1080i.

Also, the CT-36HL42 is a Panasonic, not a Samsung.

Well, I assume you have a CRT and it doesn't support 720p. So, when you have 720p content, and your 360 is set to 1080i, it will just upscale the 720p to 1080i. Bascially 1080i is 180 interlaced and 720p 720 progressive. There are arguments as to which looks better but since your tv only supports 1080i, you don't have to worry. Always get the 720p content over LIVE as it will just run it at 1080i and look far better than anything that is 480i or 480p. 1080i and 720p are both HD formats.
