Someone has sent me a paypal payment for an ebay auction I put up. They want the item sent to an unconfirmed(by Paypal) address. In my auction, I did NOT specify I would ship to conformed addresses only.
My question: Can I refund the payment to the person since they want the item shipped to an unconfirmed address, and not be breaking some rule?

You can offer to refund it. However I believe that because you didnt specify against it they can refuse to take refund. And insist they get the goods as per the auction.

Pretty good. All of the feedback from other sellers is positive.
If I ship to an unconfirmed address, but use Delivery Confirmation, will I be ok?
Even if you use DC to an unconfirmed addy, if they say they didnt get it, youre screwed.

I ship to unconfirmed addresses all the time, only on the rarest of occasions do I ever have a problem(maybe twice in 8 years, and in those cases I still won my paypal cliam with DC). In my experience, I really think that a better judge of buyer worthiness is if they are VERIFIED. If the buyer is Paypal verified and has decent feedback I really wouldn't worry about it.

Wow,ok. The buyer is UN-verified by Paypal. I probably shoulda put that in the OP. Thats why I am soooo worried. An unverified buyer with an unconfirmed address.
It's unbeleiveable that Paypal allows this to happen...nm that. Paypal get their cut no matter what...:roll:

Thats cool, the one time it happened to me I was told on the phone by a pay pal rep that even with DC it was an un-verified buyer so basically I was SOL.

give them a refund. if they dont accept it, tough shit for them. you didnt specify shipping to verified addresses only, and they didnt give you the heads up that their addy isnt verified either. its a two way street. IMHO, i wouldnt trust them...

You might also think of calling Paypal to get advice, that way you feel covered on both ends. (although they will probably tell you to send it, because they don't give a fuck about the average seller).
Either way, I would also refund the buyers money with a message telling him clearly that you are refunding him because he is neither paypal nor address verified, and that you won't be covered if he decides to scam you. If he decides to open a dispute, then that will suck, but at least you will know what to include in your auction instructions the next time you sell on Ebay.

If you didn't specify confirmed address only, you really have no reason to complain. If you really want to sell to confirmed only, then change your paypal settings.
Either send the item and be done with it, or refund his money and brace yourself for a negative.

You could contact them and ask them to confirm their address with paypal, then if they do (and you verify it), send it. Just explain you are uneasy about sending to an unconfirmed address because of scams. I've done that before and never had anyone say no.

I have a confirm address with pay pal. But on the days that I pay with my credit card it goes though as unconfirmed. That might be the case also with the person that won your auction. As long as he has good feedback you should have nothing to worry about. Just make sure you keep everything for your records just in case.
