Can Windows Media Center or Vista act as a DVR?

Does anyone know if a Windows Media Center or Vista PC can be used as a digital video recorder? Would love to find an alternative to what Dish Network and Tivo offer. If so how well does it work? Thanks. Any other alts to Tivo and the Dish Network DVR please fill me in.

Works pretty stright forward with antenna and direct connect cable. Right now I dislike using a cablebox or sat box with it But vista will ad some new features such as cable card support and some pretty cool dish stuff.
