Yes, if it's defective otherwise I doubt it.
Why not call Walmart and ask?

the ps2 wont work if the memory card is in the slot. do you think they'll give me a cash refund?

You'll be able to return it for a cash refund if the following three things are true:
1) You purchased it at a Wal Mart store with cash or credit card, and have a reciept dated within 90 days to verify that.
2) You have all of the packaging.
3) The item is in good cosmetic condition.
