Anyone have any idea? I used Google translate to look at some items on Yahoo Auctions Japan, and some of the sellers do ship international.
How do I sign up and pay for these?

For Yahoo! Japan use a third party company. I highly recommend www.shoppingmalljapan.com (http://www.shoppingmalljapan.com) . I have used them many times and their service is top notch. Remember that third party companies charge commission for your purchases. I do not know of any company for eBay Japan.

ebay doesnt have a japan site they do have a chinese site http://www.ebay.com.cn/
they also have hong kong and I think another one in that region.

shoppingmalljapan.com has some pretty high fees, anyone else have any ideas?

There is also http://www.rinkya.com/ . I can't vouch for them since I have never used them but they are reputable. I do however believe their fees are a bit higher than Shopping Mall Japan though it may depend on what you are buying.
