I bought a Suikoden lot-- 1-4-- for 140 shipped. They never shipped and Paypal was only able to recover 38 dollars. Am I Shaq-FUed? Or is there something else I can do? How often does Paypal not recover funds fully?

Dude probably unlinked all his cards and only had $38 in his Paypal balance.

IIRC, Paypal isn't allowed to go after bank accounts anymore to get back money.

If you paid by credit card through PayPal, call your CC company and request a chargeback. I never pay for anything on eBay with my PayPal funds or checking/savings account -- only credit card.

That's what I was going to suggest.

If you paid with existing funds from your PayPal account, I believe you are SOL unless the guy actually puts the money back into his account someday.

I love how Paypal has both Buyer and Seller Protection plans, but in reality it is just a resolution service. IIRC when you read their protection policies it sounds like you are covered, insurance/warranty in a sense from Paypal. But in it seems like Paypal never compensates if there is an issue or if funds cannot be recovered.

Yeah, they said they'd keep working to try to get the rest of my funds replaced. But the status is "case closed." Should I be concerned about that.
And as far as your second question goes, no idea. You'd think it would.

If it has case closed I doubt they will do much else. Check the auction page and it should say if it is covered under their Buyer Protection.

OMG. According to their terms, I'm not eligible because the guy only had 34 feedback. You need the seller to have 50. So I'm definitely emailing them... but if I'm screwed I'm going to be pissed.
EDIT: Called 'em. The guy was really nice, and even struck up a conversation about Suikoden. He said he issued a claim request for the buyer protection and if that doesn't work, he's just gonna issue me a courtesy credit.

You could also contact the police or file fraud charges directly against the seller. Check the trading FAQ for details on that. I wouldn't count on that to get any money back, but it might cause some pain for the seller.

It is nice to hear someone from paypal is helping him out.

I wonder how many complaints BBB has against Paypal, because they are just ridiculous. Paypal has so many loopholes and fradulent activity can easily take place.

They gave me the fucking refund. After I had to call them the third time after they told me two times before they would do it (without it ever actually showing up). I'm amazed they actually did it for me.

Yeah, the guy was a gamer, which was cool. However, I was never eligible-- he was wrong. You lose your eligibility if you pay for an Ebay item through Paypal itself instead of directly through Ebay. The guy had "mistakenly" put his email wrong on Ebay so that I couldn't pay him. I contacted Ebay support and they told me if the invoice referenced the Ebay item number, I'd still have the Paypal protection. He invoiced me through Paypal with the item number and I sent him the money. Which is wrong according to Paypal apparently. It's a nice scam the guy came up with. Hope he gets fucked over himself one day.

Anyway. I never got the refund from the first guy. The second person I spoke with only agreed to give me the refund since I was told from someone else I'd receive it-- when the second person fell through, I called a third time. I only got them to agree to a refund from all the hassle I went through. It was frustrating and I was on the phone for about an hour for all of the calls combined.

How rich is PayPal, they should seriously pay us by now. You can't even transfer funds to people anymore with out like 2 or 3 dollars being eaten up.

At least you got your money back, just remember to never pay for things using your Paypal balance (unless you're paying a trustworthy CAG or something.) I usually transfer any money I have in my PayPal to my Checking Account ASAP.

Next time file a criminal report. You can go to ic3.gov to file any internet related crimes, and also if seller claimed to have shipped usps, you can file through them also, both would have made this transaction a federal felony, and usually seller would refund money to keep from bbeiong arrested. Also, did you get contact information from ebay, because that is also available.

I did get his contact info. All of it was fake and no address was ever provided.
I am very lucky to have gotten my money back, though. Now this schmuck is Paypal's problem. Best of luck to them busting this guy.

There has always been one HUGE problem I've always seen with paypal aside from all the obvious loop holes and fradulent activity.

When your account hits negative due to fraud or a bs claim, it automatically becomes limited and you CANT ACCEPT PAYMENTS. You have to transfer funds from a bank account just to cover the negative amount. This has pissed me off on two occassions (both times I was duped/victim of fraud).

You'd think. Especially with Ebay telling me I'd still be under Paypal protection if I did the invoice thing.

The scam is good, though. Hopefully this will be a lesson for all of those who might get plauged with "Oh, I mistyped my Paypal address." Tell 'em, "Fuck you, relist the item correctly if you want me to buy it."
