So I'm getting really annoyed by the Forza soundtrack, so I want to make a custom one. However, I do not own any CDs, I have all MP3s. Can I make a soundtrack with my MP3s? Or would I have to make Audio CDs of my favorite songs and then put them on the Xbox, a time consuming and stupid process.

You can buy XBox Music Mixer and transfer MP3s (100 at a time) from your PC to your XBox

There are also free programs to do this but require a modded Xbox to run.

Yes, and if you were to try to get them to play in-game, you would have to have them in the specific folder in which soundtracks are stored, as .wma files of the correct bitrate, named correctly and in a properly-named folder. It's really specific, even if you do have a modded XBox.

I remember being able to rip music from burned CD-RW's.
Edit:
Reread OP, nevermind.
