You're going to be hard pressed to find a copy at that pricepoint.
The original version released by Fox is out of print and can be found used on Amazon.com for $18+.
The new 2 disc version can fe found cheapest at DeepDiscount.com for $21.95.
If you can wait until November, you can catch the next Deep Discount Mega sale and get it for 20% off.

You might be wanting to see it in Japanese, however the English dub done by Troma is considered by many to be superior. Also, as the new version is a Disney release, it will never be on sale, and the dub has been redone. While still good, its not nearly as good as the Troma dub.

I picked up the original release for $5.50 in a Walmart bin, maybe last year, maybe 2 years ago.

from the title I thought you were trying to purchase your neighbor. What kind of a town would let you do that?

Provided they're not white, just about anywhere in Georgia.

Ok, anyway- I'd prowl the used DVDs at your local EB games/gamestop. if you're lucky and one turns up, it'll probably be around the $13 mark. That's how much the Ghibli titles I've seen at EB go for, anyway.

If u have the tape, the Fox dubbed version on DVD is definitely a must own. It is full screen only with no extras (no widescreen was ever made), but the dub is just incredible. I have heard some criticisms of the Disney dub.
IMHO, all of the Ghibli film dubs have been spectacular over the years, and are worth enjoying and not snubbing. Some may argue that Gillian Anderson's voice replacing a man's voice in Princess Mononoke may be sacrilege, but I consider it a "smoothing" of the viewing experience.
