i believe you you're talking about a Fixed Price listing? if yes, you can select that option when creating your auction.

No, i have seen ads on ebay that are classifed only, means there is no bidding or buy out, just basically a listing that people can contact you about and come look at it, as if you were to list it in the news paper
When you're creating a new listing, go to the selling format section. There you can choose Online Auction, Fixed Price, or Classified Ad. The Classified Ad option will only appear when you list in certain categories.
