When playing SF AC on X360 are the buttons able to be mapped onto the L- and R- trigger and/or bumper buttons? I've been told that for the regular XBOX controller the L and R triggers were not in use. How would anyone be able to play correctly?

You can map your HP and HK on the triggers or bumpers. Most people would rather have MP and MK on the triggers but that's a personal choice.
