Just looking for a controller to play Madden, Zelda OoT Rom (Yes I have the actual game), etc. It doesn't have to be the biggest, baddest, nicest controller in the history of controllers. Just something, prefereably $20 or under. Thanks guys.
I've seen the ones at Gamestop and Best Buy and what not so I mostly want recommendations from people with controllers themselves. Thanks.

I would get the 360 wireless controller for windows. It's not $20 but it's a good setup that all "Games for Windows" games will have as an option automatically. Plus it's a good quality wireless controller.
Amazon has it for $37.99, at one point they had it for $32.99.

Do you have either a PS2 or Xbox 360 controller? Because you can get adapters to use either of those on a PC for under $20.

Buy a used Controller S from gamestop and then use this http://www.fury-tech.com/en/Guides/Xbox-Controller-PC-Conversion-Mod guide for creating an adapter or you can just buy one from somewhere online.

It was actually all the way down to $26. I hope I can grab another one at that price.
