I'm not sure if this is nationwide or not but I stopped in GEO in Shima and they were selling Halo 3 LE for 6080 yen.
The retail price is 7140 yen, so its a decent discount considering the fact that the game came out TODAY.
I'd imagine the game has full English, as they were playing a promo video with English voices in-store.
