that's really becoming a pet peeve of mine, I've been seeing more and more shipping costs like that too. It's a violation of Ebay's rules and I encourage everyone to report it to ebay. I have no idea if they will actually do anything about it, but it can't hurt.

This guy has tons of game auctions like this. All Buy it Now for $1.99 with $16.99 shipping. One had $22.00 shipping. I went ahead and reported some. (Yeah, I have no life)

Also please note that if Refund is ever necessary, only ACTUAL SHIPPING is deducted, not the listed shipping price.
I find that quite funny. Someone should email them to find out the "offical" reason the shipping is so high.
