I will only snag used games from ebgames.com since they always include case and instructions. Every one I purchased from gamestop was game only.

The biggest difference is the multiplayer. PS2 has 2-player split screen and online multiplayer. GC has 4-player split-screen, but no online.

So if you don't have your consoles online, definitely go for GC. Otherwise it is a toss-up.

Well, with that code, you can get a preowned Soul Calibur II on the PS2 for $9.48 shipped. Whether it comes with the case, instructions, or not, that's a pretty decent deal.
