I was at the Anaheim Fry's and noticed that the Collector's Edition of Burning Crusade has been reduced to $29.99. They still have alot of copies left, I guess this wasn't really as "limited" as Blizzard led everyone to believe. Even if you already have the expansion, I think its worth picking up just for the extras

I think you kind of missed the point of the post. Of course the non-CE edition is cheaper; you can find copies of it pretty darn cheap.
But the CE copy is more rare, supposedly. This might be a good deal, but it might be average, I don't know.

The artbook alone retailed for $25-30 iirc. The CE comes with more than just that - so it's pretty good to get all the goodies for $30.
