It's debatable. I'd guess that since it's a fan film, it falls under fair use of US parody laws.

Finally, another escape at Fox River Penitentiary? Jeeze that is the easiest prison to escape from apparently.

BTW there's at least one glaring production error - first they call it Fox River Penitentiary, then Commissioner Gordon calls it Gotham Penitentiary. FAIL.

NICE!!! That one is a much better and prolonged shot.

I wasn't going to go so far as to call her a MILF, at least not without more footage and a better look at her face, but I wouldn't kick her and the blonde reporter out of my bed, as long as they were both in it & engaging in 'funtime activities'.
