Any recommendations for decent non volient games on the GBA or gamecube for my two year old to play?

2 years old seems pretty young as almost any game requires at least some reading to comprehend what is going on. But, if you are there to tell him/her what to do, maybe a game like WarioWare twisted where the controls are much easier (instead of manipulating the buttons and D-pad, just tilt the entire game boy around).

Warioware twisted is rated E and is pretty benign.

I have 2 sons and they started playing games around that age. I started them with the N64 because of the really simple to use one stick control and A & B buttons. Play the games for them to unlock as many areas as possible to play. Young kids enjoy just walking around and exploring environments more then anything else.

Mario Kart-simply fun
Mario Sunshine-Large environments to explore you have to play through it to unlock all the areas for them
Cars-very easy controls, lots to unlock and explore
Mario Party-Fun
Chibi Robo-it's neat but you might have to play it with them to get the most out of it.
Animal Crossing-You have to tell them what to do but collecting fruit, fishing and collecting bugs is fun.

Be very careful on which Licensed games you buy a lot of them have horrible load times and frustrate kids with the task they must do or controls. Back up the saves on another memory card them will erase your saves. The Gamer Dad (http://www.gamerdad.com/) website is very helpful for kids games.
