I'm trying to setup a FTP Server but when I start it up, only the local addresses come up meaning that no one else outside of my network can connect to me. What am I doing wrong?

Did you open the port on your firewall?
Windows XP will block it by default.
Your router may be blocking it as well.

you have to forward the port on the router to the IP address of the server and allow it to connect to whatever port you will be using ie port 21.
Local area or wan setup?
Also go to http://www.dyndns.com/
and get setup for dynamic IP so your "friends" or users will not have to know the outside IP.
no-ip works well too http://www.no-ip.com/
