Meantime, local government and police officials said the Tibetan Buddhist monks who were arrested had exploded a crude homemade bomb -- fashioned from yak horns and a pressure-cooker -- at a township administration building in the eastern Changdu area of the Tibet Autonomous Region on March 23. The government-controlled Xinhua news agency first reported the incident Saturday; it didn't explain the delay.
