Pretty sure it was on the Sega Genesis. Had a top down view and you flew over rural areas in your chopper completeing objectives while trying to maintain your fuel level. When you ran low on fuel you had to fly by a gas station and drop a arm/rope out of the bottom of your chopper and try to collect it.

Thats about all I can remember, Just recently pulled my genesis back out and was looking for a few games I remembered having fun with that I had rented back in the day. If anyone remembers the name please post it. Thanks!

Sounds to me like the Strike series... Desert Strike, Jungle Strike, Urban Strike... I'll try and find some links to stuff about them.
