have you tried looking through your registry for anything related? also, you might want to run msconfig and check the startup tab for any related items. beyond that, i'm not sure, but i am sure there is a way to get rid of it.

Spybot or AdAware should do the trick.

**I did not write this. Got it from somewhere else. Hope it helps**
"Webrebates can be fun to remove. It has several different loaders and you have to get rid of all of them at the same time. First step is to make sure you the latest reference file update from Lavasoft for ADAware v6. And that you have set it to do a Custom full scan of everything. Having SpyBot S&D also helps, but they have not put all of the files for webrebates that I sent them into their reference files yet.
Then unplug your Internet connection so you can work on getting rid of the problems. Boot into Safe Mode and then look in the Control Panel, Add/Remove Programs for any entries relating to Webrebates and Second Thought. If they are still there, try to uninstall. Then do the SpyBot S&D scan first. Then the ADWare scan several times and delete everything both find. The object is to get to the point where they find nothing and you don't have to reboot. Keep it in Safe Mode if you have to reboot.
Once this is done, run MSCONFIG and go to the Startup tab and look through the startup programs. Look very close at any that point into the Programs Files folder! These could be the loader programs that put it back on the system. Look for entries to the STC and STCInstaller folder or a program named ID53. Uncheck these entries in the Startup list.
Then go to the Program Files folder and delete the STC, STCInstaller and the Webrebates folders if they are present on the system.
Then you should be able to reboot and connect to the Internet. One of the first things you want to do is download all of the Windows Update for the Security fixes. This program can not get on your machine if you have all of the Windows and IE security fixes installed, unless you have all of the IE security setting disabled.
Then you need to do a full Anti-Virus scan. A current level Nortons will pick up a lot of the related parts of this package as it also downloads worms and Trojans which the ADware programs do not look for. "

one way to stop it easy should be to go to start, run, msconfig, and go to startup and uncheck it from startup, then it should not load up and be running, but it wont be gone.

Type "remove webrebates.exe" into google and you;llfind a few forums like SWI that specialize in helping people get rid of the most malicious spywares like you have there.
You're probably going to have to download a few programs to get rid of it like HiJackThis and CWshredder.
A couple of forum posts on that particular problem:
http://www.security-forums.com/forum/viewtopic.php?p=112963
http://forums.spywareinfo.com/index.php?showtopic=17337
But you should probably sign up and start a thread on your own problem with your own HJT log because you might have other things in need of removel.

F8 key during startup.
When XP first starts (after the power on self test), press the F8 key on your keyboard.

It's covered in detail in the Help system. Essentially you press F8 on bootup but read the whole thing.

Ad-Aware hardly helps since it doesn't get rid of the actual spyware. But Ashlee Simpson???

Well the first thing you should do is run msconfig and disable everything that is not a vital task.
This will allow you to use the internet, because webrebates and the programs that come with it use a LOT of bandwidth, so as long as they are running your internet will be slow as hell IF you can even get on.
And get spybot 3.1 and a good antivirus, because if you have webrebates you most likely have 2 viruses on your computer.

I tend to use Spy Bot: Search and Destroy or Hijackthis.exe for annoying malware.
On a side note: I am a guy and I have Amano art as my wallpaper.
