Hi,
I always keep my laptop plugged in, since it's my "desktop."
Anyways, it turns on, the blue background screen comes up....but no programs pop up or anything.
Only the blue screen stays up...and it stays frozen like that.

Can anyone help? Or point me in the right direction.
I don't have apple care BTW.
Oh, and it's an ibook G4.
- The "Clicker" doesn't come up for me.

Are you using tiger or leopard.. it is known that if you upgraded from 10.4 to 10.5 and used ape, there may be some problems.. it can also be caused by something you may have installed. it happened on my sisters macbook pro. best thing i can recommend to you is to boot into terminal form your osx disk and remove whatver you installed recently prior to this and / or just perform a archive install so you wont lose any of your data.

Does Apple call their Laptops "labtops" because they are so different and unique, or are you just tired and not spelling it right?

Try turning it on while holding down apple, option, p, and r. Hold it until you hear 3-5 startup chimes and I believe it that should do it.
