A translation patch for Namco X Capcom is out. It is 100% English but it is still in Beta stage so there are probably some bugs.

That's pretty cool that there have been people working on this, but it seems like you'd have to pirate the game to translate it right?

You don't have to pirate the game. You could, say, *buy* the game, then make a copy of your own game and patch it and play that. What you do need is the ability to play a patched game. There's several ways to do this, which unfortunately can also be used for piracy and so generally can't be discussed here. Some of us actually - yes, it's true - don't use these methods for piracy. For example, I use HD Loader so I can have all my PS2 games (yes, all purchased and still owned) on the HDD for convenience and, especially, for the faster load times (plus it allowed me to buy a Japanese DDR game - Supernova 2 JP - and install and play that from HDD on my US fat PS2.)
