I made an order from Play-Asia.com using my Wachovia debit card and I was charged an Intl Service Fee of $1.05 (2%).
Typically I'd order using PayPal, but the card that was tied to that account expired, so I just ended up using debit.
Is this a bank fee or a Visa fee, and when did they start charging extra for international orders? There was no conversion btw, it was paid for in USD.
When I noticed the charge on my account I Googled it because I'd never heard of such a thing before, and I found one post on some random forum where a guy said the companies were responsible for the fees and you could call them up and have them refund the amount although you may have to fax in a bank statement.
So who's responsible for this charge, is it me or Play-Asia? And what should I do to avoid this in the future, only use a credit card or PayPal?
