Xbox made deal to make Square make FFXIII for USA if Xbox makes mandatory install in next updated(now able to copy games to hdd) and make an easy port from the PS3.

Conspiracies are usually more complex; perhaps something along the lines of Microsoft paying large sums of money to both Square-Enix and Sony, and as part of the bargain, the 360 gets an attachable Blu-Ray drive, and FF XIII is available as the first of a series of Blu-Ray 360 titles.
I'm still want to work the Illuminati into there somewhere.
