I dont think so, but you could possibly sell your entire steam account, but that's against the TOS.

Sorry it is not possable. Once you register the keys it stays with the account.

You can get a new key reissued to you and deactivate the old one but there's a ridiculous fee if you want to do that. And selling an account is against the ToS.

You subscribe to Steam so you don't really own any of your games.

Can I just straight up deactivate a game? Like, I don't want Counter Strike to show up at all as being in my account. Even if it's not installed.

Uninstall it and than click the little - thing next to "not installed".

It will hide all of the games listed.

You still have a game you don't want and you can't even give it away much less sell it to someone who does want it.

He didn't ask for all of that, he just didn't want to see the game on his steam list.
