I'm pretty sure Xtreme Legends is like an addon. It takes info from your save file and uses it for that game. It isn't stand alone. It increases the difficulty and adds items and stuff. Someone may be able to give a more details description.

well frankly then, I'm completely baffled. i KNOW it cant have all the stuff DW3 did just because as soon as it came out it only retailed for like $30 new. now im curious as to the differneces.

I'm pretty sure that Xtreme Legends is standalone. I dont have the game but I remember reading on the back of the box and it says that you dont need the original game.

Its a standalone, pretty much DW3 with a few new characters, weapons, and levels.

So it's basically a better version of DW3 that actually retails for twenty dollars less?

It would appear so, I think it was made to tide over some of the hardcore fans until DW4 without ripping them off.

Let me clear this up.
DW3:XL has Musou(story) Mode for the 7 Others characters and more stuff(items, weapons, difficulty, etc.) But it does not have Musou Mode for the other 30+ characters. Also, I believe, you can't get all the weapons with just DW3:XL because some weapons need to be gotten on DW3 stages. (the stages on DW3 and XL are different) So that's why people say if you want everything you need both games.

but do you need everything to beat the game?
and also whats the difference between musou and free mode?

Well, DW3 is the main game so if you want to beat the game as in completing the whole story and stuff, then you need DW3. You can still complete XL's story mode for those characters that have Musou Modes.
Free Mode is where you get to select any stage that you've unlock in Musou Mode and just play. Musou Mode has a series of stages and those stages are about the character you selected.
