Need LCD Monitor Help and Suggestion

I'm planning to get a new LCD monitor with my Christmas bonus this year, I'm just not sure which one to get. Is there any good brand I should shop for? Just need some tips and sugestion.

Here's some stuff I think I want in my monitor:

Price about or under $400
LCD Widescreen size (22"-28")
HDMI (don't really need it but would like it)
Good or Decent Response rate
Glossy Black or Black (would prefer glossy black though but I can live with a black monitor)
