Name of instrument gangster's use to cut fingers off?

Hi, there. For some odd reason this has been troubling me for the longest time all day today. I watched a movie yesterday where a mobster cut off a finger of a guy who wouldn't talk. It is a small instrument with basically a hole in the middle.

Today, I ask my friends and everyone I know what the blasted instrument is called and nobody has a clue. The reply I always get is - "Yeah, it's the thing with the hole that cuts fingers off!" It's at the tip of my tongue and it is driving me nuts.

Anyone know what the instrument is called? I googled lots of things and nothing of use came up.
