I had a game up for sale via buy it now, and a buyer from Canada bought it even though i never listed anywherre i ship to Canada/international, plus i sure wouldnt do it for free if i were to. So i contacted the buyer, told him i dont ship to Canada, and refunded him, and also opened up a cancel transaction case so i didnt get hit with final value fees. This jackass declines the case, so now i'm stuck with $10 in fees. Is there anything I can do? Plus im also worried now that he's going to give me negative feedback/1 star ratings.

Well if you didnt say anywhere that you would not ship to Canada/International, its not his fault.
You have to make sure in your listings you put USA Only or somthing, or else they have no way of knowing that you wont ship to them.

So, this is not his fault, its yours.

It's not a big deal to ship to Canada, especially if you're only selling something like a game or DVD. Why not just ship it to him, eh?

FYI: Based on all the other thread titles in this forum vs. yours, your titles = fail.

First: "What Should I Do? Please help!!" and now "What the Hell?". Please stop making pointless new threads if you can't even put 10 seconds of thought into the title to describe it.
