I was wondering if anyone knew of any good, reliable websites with good prices on video game soundtracks (free shipping, or low shipping fee would be nice too). I'm particularly looking for the Otogi 1 and/or 2 soundtracks, but also possibly others.

Try www.cartoonpassion.com for some good deals on import soundtracks. Most of their soundtracks cost only 1/2 or 1/3 of what you'd pay at gamemusic.com. For example, I got Symphony of the Night for $8.70, and Vagrant Story (which GameMusic doesn't even have) for $17.40. Shipping is about $6-8 depending on how much you buy, but they ship 1st class, and their customer service is very good.
I kind of debated about whether to share this great site with you because I want to hoard all these great soundtracks for myself, but that wouldn't be right. :) So help yourself and help Cartoon Passion by buying at www.cartoonpassion.com

DC++ is also very good. There's a VG music hub that you can find almost everything in. If you consider it, I'll tell you all you need to know about it.

Comic book stores and specialty novelty shops tend to have them. Also Japanese specialty shops, or Chinatown shops tend to have them.

Everything about the CDs looks legitimate, right down the throwaway Japanese paper sleeve that hugs the spine of the case. I believe this is real deal. I have ordered three shrink-wrapped CDs so far and have no regrets or any question in my mind that these are real. I'll be getting another package of 8 new soundtracks next week, so I can inspect those and post back here afterward.

check the labels, insert, everything for "Son May" or "Ever Anime"

cartoonpassion.com also carries nothing but bootlegs, so I suggest taking your business elsewhere.
My two favorite places for Japanese music CDs are amazon.co.jp and cdjapan.co.jp. gamemusic.com and animenation.com both carry legit soundtracks as well, but they're sometimes grossly overcharging. You're almost always better off ordering direct from Japan, even if the shipping costs a little more.

EverAnime, SonMay, that smile label, Miya, Alion, and some others I don't remember are bootleg companies making bootleg CDs.

Japanese CDs aren't cheap to begin with (average price for a VGCD is around 3000 yen ~ $28 ). If you got it for cheap, most likely it's bootleg.

In that case, you might as well just download the albums instead. That way no unscrupulous companies will profit from another's work. Buying official releases helps support the artists!

I'm not one to flame, but it seems that you're being contradictory just for contradiction's sake. Still, I'll try to address your point...
Regardless of how anyone tries to sugar-coat it, file-sharing is still largely illegal (though I'm being hypocritical, since I participate in illegal file trading just as much, if not more than the next person). The record industry seriously needs to figure out more viable options for music distribution, rather than "suing the pants off anyone who dares to defy them", yes, I agree on that. But again, this issue doesn't really pertain to the topic at hand.
I reiterate, paying for bootlegs is foolish if you can create one by yourself for virtually nothing. Either way, no money is flowing to the original publisher, but at least you're not monitarily supporting companies that are in the sole business of the duplication, mass-distribution, and selling of copyrighted materials if you opt to download an album instead.
Me, I'm still going to buy the albums that I really enjoy, because I see it as a worthy investment.

best buy has some soundtracks to games, mostly microsoft ones in their soundtrack section of their cds.
