If someone was to have faked their age to apply for a paypal account and successfully made it and has been using it for the past few years, as far as paypal knows this person is able have an account. However legally they are under age, lets say 17, would their parent be able to cash a check if they requested it from paypal?
I dont know, this situation is going on with a close friend, hopefully everything works out.

Should be, banks are typically interested in the parental co-signature not the legality of the paypal contract terms.

Probably, and then they'll ban your account for violating the ToS and not being able to legally enter a contract.

If the account is under his/her name, just tell them to cash the check them selfs.

You need to have a bank account which you could obtain by having a joint account if you are under a certain age that the bank requires.
Some places such as Wal-Mart will cash payroll/government checks for a certain price, $3 at Wal-Mart I think. I'm not sure if they will cash Paypal checks or not though.

Look, if you have a state ID, you can go to one of those 24 hour cash places, quick and painless.

Paypal is for all means and purposes a bank. A check from Paypal is no different one issued by Wells Fargo, Chase, etc.
Cashing of the check is contingent on the requirements of the entity you take it to. The simplest thing would be to deposit it wherever you have a savings account, provide you have one. If you don't, then it is well past time you did.

The best rate available around here for a savings account with no fees and no minimum balance is 1.1%
That's not even worth walking to the bank machine for. Savings accounts are for suckers or old people who remember the days of getting 8% interest.
