It was announced for Japan some time ago as Dragon Ball: Tenkaichi Daibouken (Roughly translated as "World's Strongest Great Adventure), but was announced for release in Europe fairly recently. No US release has been announced.
Plot-wise, it seems to be a sequel to the DS title Dragon Ball: Origins, as it starts after the Tournament Saga where Origins left off and covers the later arcs, the Red Ribbon Saga and the King Piccolo Saga. However, this game seems to be more similar to the GBA's Dragon Ball Advanced Adventure title. Much like AA, this game will be a side-scrolling platformer/beat-em-up with a one-on-one fighting mode.
