Hmm, not that I would condone such a thing, but if buyer never pays, does the seller still have to pay the 2% of the final pride? If so, this guy could get real fucked up if someone creates a new or uses a fairly new account, bids on it, then doesn't pay.

No, you can file a non-paying bidder alert. When it completes, Ebay refunds everything, including listing fees, and offers you an option to relist it.
