Making a wireless Saturn controller?

So I found this guy that made a wireless controller for the Sega Saturn, and I believe the signal is similar to how to the Wavebird emits its signal.

I really would like to make one of these but, alas, have very very basic knowledge when it comes to this stuff. http://nfggames.com/forum2/index.php?topic=4065.0

For CAGs that are more experienced in this field, is there any way you guys could help me out with some instructions or something?

Why go through the trouble when you can just buy some?

Well yeah, that is true. But those are really expensive and incredibly hard to come by.
