I use IRFanView. Has a resize option, software is free. Not sure if you have other graphic programs to use.

The Gimp is a good choice. Its like Photoshop, only free.

If using Windows XP, google "Windows XP Powertoys." There's an Image Resizer that's free. It intigrates right into the Windows Shell, so you can right click images and resize them quickly.

Good stuff.
