Well, I mean when they appear, it's at a meaningful moment.
Lightning's for example, activates the moment she decides to leave Hope to fend for himself as she goes off to fight people for no reason (giving up on life, basically). She ends up saving Hope, confronting the eidolon with him, and then becomes a big sister figure to him as he enters his primary dilemma. Gapra Whitewood was a great part because it's where you see a different side of her -- she's encouraging and caring. Her battle-dialogue even changes to lines that cheer on Hope. She's very different from that point on. Doesn't mean she's going to stop kicking ass though.
GGT is getting DEEP!
Ah, I haven't got to the Gapra Whitewood part yet, so maybe I'm just starting to get to the point where she will finally start to develop as a character. The last major thing I remember doing was getting Lightning's eidolon and then watching a bunch of cutscenes. I guess I'm just about to get to where she starts acting more like a big sister to Hope then, because so far she has only been mean to him.
