i've heard it described as an expansion pack, so should i buy it or should i just pick up gran turismo 3 for like $6?

If you don't have GT3, go the cheapass route:
Buy GT3 used, and get GT4 when it's a Greatest Hits title and is $20 or less.

GT3 has plenty to tide you over until GT4 drops in price, and it'll give you a good idea of whether or not you should check out GT4, so try GT3 first.
And before you post your next "should i buy..." topic, what you "should" do is consolidate your posts into one.

If you have a hdtv and the ps2hd cables, get gt4. It looks awesome and the controls work really well also

maybe he should make a topic asking if he should combine all his topics. That'd be the route I'd go.

people really like to argue about stupid things in these forums sometimes, don't they?

yeah they do.
GT4 is definatly worth getting but only if you really like racing sims (and I dont mean racing games as there is a big differance). If the idea of tweaking your ride with just the right tires and gear shift ratios on hundreds of cars for like 100 racing tracks and figuring out just the right speed for a 80 dregree turn is your thing and taking pictures of your cars to print out on a epson printer or to upload to the internet sounds like a cool idea then yes, got for it and don't look back.
If you only kinda like simulations and rather just hit the track for balls out racing buy Burnout 3 or something... but maybe you did kinda like one of the previous GTs and want to play a new one that dosent have as many cars as GT4 (half of which you probably never buy anyway, I mean really 600?!) and fewer tracks and you're a massive cheap ass gamer, then get GT3 and don't even worry about 4.
GT4 is for the hardcore car nut.
