yes there is....his friend bids one dollar and he just says his friend won...then the friend leaves feedback, all while he collects $250 and gives his friend a share....all without anyone knowing they're friends, of course

Yeah, all he had to do is search "raffle" in the help section. It took me less than a minute to find.

Real thorough research on the raffles
The dude does seem honest enough from reading through the listing. So he's either just an honest eBay seller who doesn't realize you can't run raffles as dutch/ multi-item auctions, or he's a really good scammer.
You'd think with 200 feedback (70 from selling) he'd know...
Some of eBay's rules are kind of crappy, but this one actually makes sense for the reasons already stated. Way too easy to pull a fast one.
