EDIT: I should add that it will be capable of running HL2 and WoW, but the performance wont be that great. And it wont be able to run 'All current games as it is not' DX9 comatable and some games, like doom 3 and Deus Ex invisible war, require that.
There are GeForce 5500 PCI cards that are DX9 compatable but if I remember correctly the AGP 5XXX cards couldnt handle DX9 very well so I'd imagine the PCI ones would be even worse.

I'm not really sure how well a Radeon 9250 will run HL2, especially a PCI card. It would probably not run it up to your expectations. What is the rest of your system by chance?

video card isnt going to help. even if you have a nice video card your cpu and ram will be a huge bottleneck

I can run WOW at about 8 fps as my video card now is a 64mb Intel Integrated, but I need the card first. The other stuff im upgrading later.

No, you need the other stuff first.
Quite frankly, your computer blows and you'll need a whole new system to play these games in worthwhile fashion.

personally, i would not recommend getting a PCI video card though, cause they are slower then their AGP counter parts. if you end up ungrading your motherboard later, you would probably go for an AGP video card, so it would be a waste.
ya, dude, i know it sucks to have a crappy gaming computer, but you got to make due with what you have i guess. 8fps must be one jumpy screen.
i have a 1.6ghz pentium, with a 32mb tnt2 card and 384mb of pc133 ram and i am not going to even attempt to run this generation of games on the computer i use
i would probably go for a later generation card like....geforce 4200's or something around there. but you will still have to keep it on low settings. any better graphics card will not yield much improvement i think
