.....allow you to play the game on multiple PSP's with only 1 UMD disc?
This might be a dumbassed question....I know the DS does something like this for some games....does this apply to the PSP at all?
Or if I wanted to race multiplayer than I'd need (obviously) more than one PSP and more than 1 UMD....

I'm pretty sure Ridge Racer does. I think that's what the Game Sharing option is on it's main menu (don't own it, so I can't check).
Supposedly someone found a way to do it with nearly any multiplayer game, but I think the method used just allows PSPs to connect, not actually play (in other words, the method is worthless).

Burnout will do it also, when it's released.

Ridge Racer does not. Namco Museum and Burnout Legends will use the game sharing feature.
There is also a trick that people have figured out that allows two people to play certain ad-hoc multiplayer games with only one game disk. It supposedly works with Tony Hawk and Twisted Metal, at least.
I haven't tried it myself, but here is what was posted on pspforums.com.
Step One
Person A creates game in wifi
Step Two
A presses open, chooses not to quit game
Step Three
Person B loads game up, joins A's game
Step four
Both Psp's freeze
Step five
disc is taken out of persons b's and placed into persons A's, B chooses not to quit game
Step six
A takes disc out, gives it to B, chooses not to quit.
