Whats the best way to find out someone's phone number/email address online? Help!

I need to find out someone's phone number and/or Email address. The only information I have about the person is their full name and their town. Is there some website or someplace I could go to find this info?

Only in some states, and even then it's pretty hard to prove. My tip is to hide in the bushes outside your target's house with a pair of high-powered binoculars and a jar of vaseline. It's worked well for me so far.
