Can you make two accounts off of one CD key for World of Warcraft. Not two characters, but two accounts that can play on the same server at the same time?

Nope. They force you to buy one copy of the game per account.

I'm pretty sure all MMOs work that way. Try and find a friend who's done with the game and give him a couple bucks for his account.
