A lot of you probably churn out 5000 words on messageboards each day. Just capitalize i a few dozen times, add some punctuation and increase the hyperbole.

Quite simply, contests of this sort have met with complaints in the past in those states and legislators responded. Often as not the complaints will from a tiny but very loud or well connected group. Or the frequency of scams relating to such contest were unusually high in those states and the legislation followed.
