It's actually my sister's computer. If it were mine I would know exactly what I did to screw it up, then fix it.
Anyway, it's a Compaq Presario running XP. It's about a year and a half old.

The problem: My brother-in-law restarted the computer yesterday and it starts up, then at the first screen where the Compaq logo is where it says push F10 for system restore or F1 to go to settings, it freezes and will not allow anything to happen.

I can't even get it to go to DOS or the BIOS so I sould change the settings to run the CD drive before the hard drive, therefor I can't get it to start the system restore or turnback.
Also, he called Compaq and talked to them. They are hard as hell to understand though. All he got out of the call was this. She said that
"Hard B" problem. I don't even know what the hell that means.

The only thing I was thinking was a blown part of some sort.

Sounds like it could be a motherboard incompatibility. Try unplugging to see what your computer needs to boot. Also be careful to transfer over your data from your HD if you have any previous files.

you should be able to get into your bios by pressing f1 i think... right when it says COMPAQ.... try that... if not try booting off the windows cd... (if they supply you with one)

Good idea. If you're unaware of how to do this, you'll need to take your CMOS battery out of your mobo and let it set for some minutes. Then put it back in.

I'll try that.

That was actually my first idea but it won't let me push anything for some reason.

Update

I called over to the house and tole him to take the CMOS battery out, he did. This didn't fix it. He thinks it's faulty RAM, and I have a few extra sticks sitting around waiting to be used so I told him he could borrow it to try it out to see if it fixes the problem.
