Is it possible to do two player online and how do I access this?

Yeah, that's the whole deal with the online mode. You race against your friends. Do you mean as in two people on the same system? It's probably possible. You should check out the instruction manual.

I think Burnout 3 has up to 6 player online races.

If you mean 2+ players on the same xbox and playing against others online (a la halo 2), then sadly, the answer is no (at least not on the Xbox version).
