You mean games that came out at 20 dollars, or games that came out at 50 and dropped down?
Because Katamari Damacy wins this thread hands down if it's option 1.
I also enjoyed Castle Shikigami 2, only came out for $10 I believe.
Obscure is another good game that was released at $20.... for some reason I'm having a hard time remembering games that came out at $20 or under.
Guilty Gear XX #Reload is another.

well, if it came out as a budget title then obviously Katamari Damacy.
If it was something marked down to $20 or below after it was released:
Onimusha 3 ($15), Culdcept ($9), Viewtiful Joe ($20), Jet Set Radio Future ($4)

Not budget titles, but I would look up some old PS1 rpgs if you are into that genre. I'm currently enjoying a $10 Final Fantasy VII. Maybe you've heard of it.

In addition to the others mentioned, I would say the first Gungrave as well. Midway and Namco collections are cool too.

It's not that old, but yeah that is a lot of game for the price for sure. A lot of the earlier PS2 games are pretty cheap now, like MGS2 etc. I guess along the lines of budget games those games released by Eidos under "Fresh Games" or whatever are probably pretty good. Some of them are Legend of Legaia 2 and R-Type Final. I'm pretty sure these launched at a reduced price.

I was quite impressed with Freaky Flyers, a cart racing-type game (except with planes) by Midway. The game has a lot of humor and was just fun to play. I bought it for $10 at CC over a year ago and I know it can still be found for cheap at places.

As far as came out at 20 or less (not a reissue or pricedrop)
Midway Arcade Classics 1+2 (GC)
Ribbit King (GC)
Pool Paradise (GC)
Bubble Bobble Old and New(GBA)
Mars Matrix (DC)
Project Justice (DC)
I haven't bought any of them, but I'm shocked nobody has mentioned the Sega 2K5 games........

For the xbox -
"Raze's Hell" wasn't that bad for a $20 game. Kinda funny and gets a bit difficult in later levels. Its a 3rd person shooter.
"Obscure" is a good budget game if you like horror games.
"worms 3d" isn't terrible, controls are not that good but if you liked the other worms games you might like it.

PS2: Aggresive Inline= Great sports game, picture Tony Hawk except with rollerblading. Its an extremely good game, with a great soundtrack, lots of humor, varied levels, and tons of characters.
Zone of the Enders= Awsome mech game. Lots of fighting, and good story.
Lord of the Rings: The Two Towers, and Return of the King= Both were very good, however, the Return of the King is newer, and has co-op, so I'd recommend that over The Two Towers. It also has more playable characters, and abilities.
Beyond Good and Evil: Very good adventure game, EXTREMLY good story, good action, good puzzles as well.
PC: Deus Ex= F'ing great game. Lots of variety, excellent story, pretty good overall.
Deus Ex: Invisible War= See description above.
Emperor: Battle for Dune= Really good RTS, three different houses you can play as, each with their own reasons and motives for wanting to beat the others, and win the war for the spice. Each house has completely different units, plus each house has a special ability.
Starcraft Battle Chest: If you don't have this already......that's terrible. If you don't get it after me telling you to....you should just die. Plain and simple.
Nerf Arena Blast: Picture Quake, except with nerf guns. You shoot people with nerf guns, so if you're worried about blood or language, theres none of it. Its great all by itself though.
Freedom Force(series): Both games in this series are cheap, and fun to play. A little on the short side, some might say, but solid games. Using superheros, and making your own to fight against bad guys is pretty friggin awesome.
I'd recommend some PS1 games, but most PS1 games are cheap anyway, and I'm sure you could make an educated decision. I'm glad I could help you out.

Some of my favorites:
Katamari Damacy (PS2) - Of course :-P
Ford Racing 3 (PS2, Xbox) - Kudos to Razorworks for developing a solid budget racing title. A big improvement over Ford Racing 2.
Corvette (PS2, Xbox) - Another budget racer I enjoyed, with lots to do. It does get a little repetitive later on, though.
Tokyo Xtreme Racer 3 (PS2) - The first game in the series with licensed vehicles.
Strike Force Bowling (PS2, Xbox, Gamecube) - Lacking in features, but it's the best bowling game I've played on the current-gen consoles.
Castle Shikigami 2 (PS2) - Fun shmup.
Gekioh: Shooting King (PSX) - Another fun shmup.
Qix Neo (PSX) - A nice Qix update.
Flipnic: Ultimate Pinball (PS2) - Pinball like you've never seen it before. Nice concept.
Pinball Hall Of Fame (PS2, Xbox, Gamecube) - And if conventional pinball is more your thing, all the tables in this game are based on real tables and play just like them.
