Goto the Control Panel, System, Advanced, Performance settings, then click the Visual Effects tab

Check off Use Drop Shadows for Icon Labels on the desktop

Also in conjunction to the above setting, right click your desktop, then
arrange icons, and make sure lock items to web desktop is not checked
off

hmmm, well since you did my avatar for me.

Right-click on your Desktop, select "arrange icons by" > and uncheck "Lock web
items on desktop" by clicking on it.

did you recently change your desktop background? Try setting it to the default one.

I felt this topic needed at least 3 people posting on it. So there.

chaning the bg pic does nothing but changing the bg color also changes the color of the outline

...have you rebooted since making any of these changes?

...just a random thought.

Do you have your desktop set to display a web page (like your home page)? If so, go into desktop properties, select Customize Desktop. Click web tab, clear any check marks for web pages, then hit ok, then hit apply.

If you don't have this set, you can try actually doing the above, checking "My Current Homepage", click ok then apply. Then go back and undo that change to see if it resets your icons.
